According to Raymond Goodnoe, Newtown Township Supervisor, 90% of Newtown residents live in communities that are governed by homeowner associations. In order to facilitate an understanding of the role and responsibilities of the municipal authorities and the homeowner associations, Newtown Township has sponsored a series of seminars called Making A Difference. The latest project in this multiyear long process is a video currently being aired on Channel as a public service.
As liaison to the homeowner associations, Goodnoe and a committee of township officials and local residents assembled and videotaped a panel who discussed issues that relate to township government and homeowner association concerns. Serving on the panel was Steve Harris, Newtown Town- ship solicitor, Bob Larason from Carroll Engineering, Tom Harwood - Zoning Officer, Lt. Glenn Forsythe Newtown Township Community Police Officer, Bill Wert, Parks and Recreation Director, and Mario Lionetti, representing homeowner associations.
"When you learn that there are culdesacs in the township, then you can understand why snow removal can be a problem," said Goodnoe. "We also have 100 water retention basins."
The goal of the video is to promote an understanding of what the township has to accomplish, and how the departments function within that operation. The officials on the panel answered questions from an audience made up of homeowner association representatives.
According to Goodnoe, Newtown Township may be unique among communities in the Commonwealth by its promotion of this private-public partnership. "Making A Difference seeks cooperation between these entities, so that we can make Newtown Township continue to be a desirous place to live," he concluded.
A forthcoming project from Making A Difference is a manual, currently being written and assembled by Lorraine Sikora, Newtown Township resident. The manual will provide information on township regulations, operations and offices, addressing specific issues raised at previous Making A Difference seminars.
The Making A Difference video will be rebroadcast for a limited time on Suburban Cable's Channel 23 Sunday through Saturday at 8 a.m., and at 5:30 p.m. on Monday and Wednesday only. A tape is available for viewing by homeowner associations, and may be obtained by calling the Township Manager Cornell Hopkins at 215-968-2800 extension 214. |
